Why Aren't WE controlling OUR weather??

China can control their weather. They are planning on doing this for the Olympics but they have been deciding what the weather will be for a couple of years now. Surely we have about 40,000 spare people (farmers and veterans), 30 aircraft, 4,000 rocket launchers, and more than 7,000 artillery pieces to do this laying around?
